Mission

The San Andreas State Police (SASP), also known as the San Andreas State Troopers (SAST), exists to protect and serve the citizens of San Andreas through professional, ethical, and lawful law enforcement. SASP troopers uphold the laws of the State of San Andreas, enforce traffic safety on all state highways, and respond to public safety incidents across the state.

Every trooper is expected to conduct themselves with the highest standard of professionalism — on duty and off. The agency's Standard Operating Procedures, effective April 5, 2026, establish the binding policies that govern how all troopers perform their duties.

Standards of Professional Conduct

All San Andreas State Police personnel are required to adhere to the following standards at all times. Violations may result in disciplinary action up to and including immediate termination and permanent blacklisting from the agency.

  • Follow all local, state, and federal laws — both on duty and off duty.
  • Treat every member of the public with respect and professionalism at all times.
  • Be honest in all dealings, including reports, CAD documentation, and interactions with supervisors and peers.
  • Act in the best interest of the public and the department, not personal interests.
  • Avoid any appearance of bias, favoritism, or preferential treatment.
  • Do not engage in or tolerate corruption of any kind.
  • Report misconduct through the chain of command immediately.

Zero Tolerance: Corruption, dishonesty, or serious misconduct of any kind is grounds for immediate termination and permanent blacklisting from the San Andreas State Police.

Code of Ethics

As a member of the San Andreas State Police, every trooper pledges to:

  • Uphold the laws of the State of San Andreas without favor or exception.
  • Exercise authority only within the bounds of the law and departmental policy.
  • Never use force beyond what is lawful and necessary for the situation.
  • Protect the rights, dignity, and safety of all persons encountered.
  • Remain accountable for all actions taken in the performance of duty.
  • Maintain the trust of the public through transparent, professional conduct.

Chain of Command

The San Andreas State Police operates under a structured chain of command. All personnel are expected to communicate concerns, requests, and issues to their direct supervisor first. Supervisors escalate matters to the appropriate level as needed.

Open Door Policy: While the chain of command must always be followed first, all members of the SASP have the right to raise concerns at higher levels if their direct supervisor is unable to resolve the issue. This policy exists to ensure every trooper is heard — but chain of command must be the first step.

Any conduct that bypasses the chain of command without cause is considered a policy violation. All matters must begin with the trooper's Sergeant, who escalates appropriately.

Use of Force Policy

The San Andreas State Police is committed to the use of the minimum force necessary to safely resolve any situation. All means of less-lethal force must be attempted before escalating to a higher level of force.

General Use of Force Requirements

  • All less-lethal options — verbal commands, taser, bean bag — must be exhausted before deadly force is considered.
  • Medical assistance must be called any time force results in injury.
  • A supervisor must be requested to the scene whenever force is used.
  • All use-of-force incidents must be documented in CAD before the unit clears.

Firearm Use of Force — Additional Requirements

  • The involved trooper's firearm must be surrendered to a supervisor.
  • A replacement weapon will be issued to the trooper.
  • The trooper must undergo a medical review and blood draw following any firearm discharge.

Miranda Rights

Troopers have no discretion regarding Miranda Rights. Miranda must be read to any individual upon detention. Failure to advise a detainee of their Miranda rights is a policy violation.

Vehicle Pursuit Policy

Vehicle pursuits are governed by strict speed thresholds and authorization requirements.

Situation Policy
Under 100 MPH Trooper discretion — may continue pursuit.
At or above 100 MPH Must request supervisor permission to continue.
Residential area Terminate pursuit at 70 MPH.
Motorcycle pursuit Air unit required to continue.
PIT maneuver — under 60 MPH No supervisor permission required.
PIT maneuver — over 60 MPH Supervisor permission required before execution.

DUI Investigation Procedure

All DUI investigations require a minimum of three troopers on scene. The investigation process includes:

  • Field Sobriety Test (FST) administered by a qualified trooper.
  • Medical evaluation on scene.
  • Transport to a medical facility for a blood draw.

K9 Operations

K9 deployments require a minimum of three to four troopers on scene. The following rules govern all K9 operations:

  • No trooper shall position themselves in front of the K9 during deployment.
  • The K9 handler and K9 take primary control of the situation.
  • All supporting troopers maintain perimeter and follow K9 handler direction.
